Washington state civil servant and University of Washington administrator.

James F. Ryan served the State of Washington in several capacities before being employed by the University of Washington. His positions for the state include: supervisor of research for the State Tax Commission, 1953-1960 and executive secretary of the Governor's Tax Advisory Council, 1957-1959; chief budget analyst for the State Central Budget Agency, 1960-1965; and budget director for the state of Washington, 1965-1967. At the University of Washington, Ryan also held several offices, including: vice provost for Planning and Budgeting, 1969-1974; and vice president for Business and Finance, 1974-1985. He retired in 1985.

Ryan was also professionally involved with several other organizations and institutions, serving as: trustee of the Fred Hutchinson Cancer Research Center, 1972-1990; trustee of the University Bookstore, 1977-1985; and Metropolitan Tract representative for the University of Washington, 1985-1990.
