In 1970, the Special Education Program Opportunity Program was renamed the Educational Opportunity Program by Vice President for Minority Affairs Samuel Kelly and the following year, a facility was completed for the Ethnic Cultural Center at the corner of Brooklyn Avenue NE and NE Lincoln Way. The Office of Minority Affairs envisioned that the center would provide a setting for the development of relationships among and between students of the four major ethnic groups represented in the EOP; economically disadvantaged students were later established as a separate minority group, and included in the Center's programming. The Center featured offices for minority student organizations, meeting rooms, kitchens, and recreational facilities.

On March 2, 1972, the Ethnic Cultural Theatre opened its doors in a converted warehouse across the street from the ECC. The Theatre was an important element of the Center's design. Its purpose was to increase awareness off all cultures through the performing arts. UW president Charles Odegaard and Vice President for Minority Affairs Samuel Kelly participated in the opening ceremonies for the 200-seat theatre. For the opening performance, students staged a multicultural variety show titled "In Living Color," featuring dance, song, poetry, skits, and dramatic readings. When it opened, the ECC/T was the first center of its kind in the nation-it was the first building owned by a university to serve primarily people of color.

The UW Ethnic Cultural Center provides programs and a learning environment where students and student organizations collaborate, develop, and implement programs while building leadership and organizational skills. Throughout the year, the Center and Theatre also present various stage productions (theatrical, dance, music), readings, film screenings, and other events in its facilities. During the academic year, prominent individuals are invited to the ECC/T to speak to the campus community to present their perspective on the issues of ethnic diversity. The speakers may represent the academic, public or private sector to the community and often serves as catalyst in helping others understand the the diverse issues facing underrepresented people of color. The Ethnic Cultural Center/Theatre continues to provide these services while being administered by the Office of Minority of Affairs.
