Biographical NoteReturn to Top

Stephen Fowler Chadwick was born in Colfax, Washington, in 1894, the son of Stephen J. Chadwick, who was a judge of the Supreme Court of the state of Washington and its chief justice from 1918-1919. Stephen F. Chadwick attended schools in Colfax and Olympia, Washington, and then the University of Washington, 1911-1912. He graduated from the law school at Washington and Lee University, Lexington, Virginia, in 1914 and from the University of Washington law school in 1915, entering the practice of law in Seattle in 1915.

Chadwick withdrew from the law practice to enter the U.S. Army in May 1917, serving with the 91st Division at Camp Lewis, Washington, and the 8th Division at Camp Fremont, California, before being assigned to the 27th Infantry American Expeditionary Forces in Siberia from August 1918 to May 1919. He was honorably discharged from the service in May 1919 and resumed his law practice in Seattle.

Chadwick was active in veteran's associations, particularly the American Legion, and helped in handling legal matters for the legion. Chadwick served as the legion's national commander from 1938 to 1939. He was also a member of the operating committee of the United Service Organization and the chair of the Council on Services to Armed Forces (United Service Organization Council) in Seattle.

Chadwick was a member of a number of other civic commissions and committees, and was a trustee of the Seattle Chamber of Commerce. Chadwick ran unsuccessfully as a Democrat for Congress in 1926, for the Senate in 1932, and as an anti-New Deal Democrat who broke with the party in 1940 to run as a Republican for the United States Senate. Stephen F. Chadwick died in 1975.

Scope and Content: Part I includes biographical materials, correspondence, speeches, financial and legal documents, and campaign materials. The correspondence includes 96 folders of American Legion correspondence dating from 1920 to 1946. Seattle Civil War Commission and United Service Organization Council correspondence includes materials regarding Chadwick's participation in war activities in Seattle. The campaign materials include items related to Chadwick's runs for the U.S. House and Senate in 1926 and 1932, respectively. Materials on the Civilian Military Training Camps consist largely of correspondence, including letters between Chadwick and the state representatives of the Civilian Military Training camps whom he supervised, as well as correspondence with army officers at the base camps and from the U.S. Army 9th Corps Area headquarters in San Francisco.

Scope and Content: American Legion materials are arranged chronologically with no distinction made for individual departments. The following are all included in the American Legion correspondence: National headquarters; all state departments as well as individual posts; National Rehabilitation Committee; Americanism Commission; the Law and Order Committee; the Auxiliary; and the American Legion magazine. The only organization which has been separated from the main body of American Legion papers is the Société des quarante hommes et huit chevaux, which is part of the legion but functions as a separate unit with its own organization. Letters to Chadwick from American Legion agents are filed under the American Legion entry. Those which are from individuals in the legion but which concern personal matters are filed under the personal name. In some cases, both the legion and the individual's files should be examined. Such is the case, for example, with William J. Coniff of Port Angeles, who played a major part in the Chadwick campaign for the position of national commander. The correspondence related to this is filed under Coniff's name because it is essentially personal although dealing with legion affairs. Civilian Military Training Camps
Biographical/Historical Note: The Civilian Military Training Camps were civilian training camps established and supervised by the United States War Department, originally with the cooperation of certain participating universities. For useful background on the Civilian Military Training Camps, the researcher should consult the reprint, "The Military Training Camps, 1913-1931," by Henry S. Drinker, found in the ephemera.
Arrangement: Because of the nature of the collection, in which all the correspondence was interrelated, the correspondence has been filed in one consecutive chronological order with no separation of incoming and outgoing material. The bulk within each year lies between March and July, since the camps occurred during the summer.
Scope and Content: The bulk of the material is correspondence, all pertaining to individual camps held in the state of Washington. Chadwick was the state chairman for the Military Training Camps Association of the United States. His immediate supervisor was the Military Training Camps Association chief civilian aide for the 9th Corps Area, Mark L. Geistle, and he, in turn, was supervised by the Civilian Military Training Camps of the United States. Tom R. Wyles and Charles Burrall were the chief aides to the secretary of war from the organization, as each headed the Military Training Camps Association and served as liaison between the Military Training Camps Association and the United States War Department. The camps in the state of Washington were held primarily at Forts Worden, George Wright, and Lewis. Army officers from these bases are well represented in the correspondence. There is much correspondence from the United States Army 9th Corps Area headquarters in San Francisco. There is also material from the United States War Department, the Civilian Military Education Fund, and one 1938 letter from John M. Coffee. Chadwick supervised the state representatives of the C.M.T.C., so these agents are all represented in the collection. The names included are:
