The collection predominately follows John S. Mayhugh, appointed Allotment Agent, as he reports his observations of the corruption of the Siletz Agent T. Jay Buford and mistreatment of Siletz tribal members. Offenses include the wrongful imprisonment of tribal members without a trial, restricting employment of tribal members within the agency, and attempting to interfere with allotment choices for the personal interests of the agency and railroad companies. Through his actions, the Siletz Agency School and Agency Farm became town lots, which would later be used to establish the town of Siletz.
