The Washington Association for Social Welfare was organized in 1907 after community leaders decided to create a formal organization to discuss methods of reform work and encourage cooperation among the state's charitable organizations. The organization was renamed the Washington State Conference for Social Welfare and the Washington State Conference of Social Work before becoming the Washington Association for Social Welfare in the mid-1940s. In its early years the activities of the organization were centered around its annual meeting and largely run by volunteer committees. The University of Washington's Sociology Department provided the services of a faculty member as a part-time executive secretary from 1917-1937. The early participants in the organization were lay people, but the membership evolved to include many more professionals from the broad field of social welfare and social service organizations.

The association concerned itself with a wide range of social welfare issues, including public health, children and youth services, vocational rehabilitation, mental health, and public assistance. It educated legislators and the public on the need for social service programs, advocated for the creation of those programs and for the adequate funding of them, and worked with its members to improve delivery of social services and train social welfare professionals.

Accession No. 3882-001: Washington Association for Social Welfare Records, 1913-1979Return to Top

Scope and Content: This accession documents the work of the Washington Association for Social Welfare from its early years through the 1970s. The records includes organizational features, correspondence, minutes, financial records, conference and convention files, resolutions and reports. The accession does not constitute a complete set of the organization's records, but it does outline the association's activities throughout most of its history. Many of the files appear to have been created or maintained by Norman C. Mattern, who served as the association's Legislative Chairman in the early 1960s. Consequently, that period is best represented.

The organizational features include various versions of the association's constitution and by-laws as well as rosters of its officers and committees. The letters in the correspondence files discuss largely administative matters. The minutes of the board of directors date largely from the early 1950s, although some from earlier dates are included. The best documentation of the association's early years is found in the minutes of the executive committee and of the annual business meeting. The resolutions include several versions from the 1960s and 1970s of the association's "Blue Book," a compilation of its positions on a wide range of social welfare issues. The conference and convention files include programs from or reports on many of the associations annual meetings as well as planning files for several of the conferences. However, the 1950s are not represented in these files.

The Council for Social Welfare Action subgroups documents the activities of the lobbying arm of the association during 1962-1963. The incoming correspondence includes several letters from the group's Olympia lobbyist, W.L. Stevens, retained for the 1963 legislative session. The subgroup also includes questionnaires on social welfare issues the group sent to legislative candidates in 1962.
